Using education and integration to bring people back into society. PEople don't just commit crimes for no reason. Crime is the result of a combination of things that can be addressed rationally. Poverty, racism, and ostracization are a few of the many causes of crime. So by giving people the tools to better their economic situation, and by helping them form social networks you can greatly reduce crime and recidivism rates.
