TIL about Genie, a feral child who was tied up in her father's bathroom for most of her childhood and never developed the ability to speak. Despite massive advances in Genie's social skills and non-verbal communication - Genie never learned how to acquire language after her rescue.

Truthfully, it is a very complicated story.
As is always the case, there were a million variables. Doctors studying her, using her as a novelty to progress their own careers. People advocating for her short term benefit, but maybe not her long term benefit. Mentally distressed mother who wanted her daughter back, conflicting drama with care takers and state involvement.
It's really messy, and frankly, it's a miracle she got the care she did. Most people with this background would just be institutionalized and strapped to a bed from childhood to death.
