Railgun S design of misaka sisters not in Index III?

So I know J.C. Staff didn't do well with the third season of index but you think the least they could do was put in the new design of the Misaka sisters since they only really appear in the WW3 arc. I just wondered why they kept to the old design.
But then that brings onto the whole reason why the visuals were so bad in comparison to Railgun T. As an index fan, it's really frustrating which im sure most people would agreed with.
