Gaming Absolutely Impossible even with good speeds

I couldn't find this exact problem here so I was wondering if anyone was experiencing the same. My pc is connected by ethernet and I get about 300 down and 30 up with an average of 20 ping in games. Like in CSGO I get no packet loss, choke or anything numerically wrong. Somehow in these games I experience the type of lag where its not my whole game lagging but the enemies are literally teleporting in front of me. Anyone have any ideas?
