Pixel 6 / Pixel 7 for international use

My parents have a pixel 6 purchased through TMO with the balance paid off entirely and a pixel 7 purchased directly from Google as unlocked.

They are in Mexico and tried popping in a local sim and are being told that both phones are region locked and cannot be used.

Is there an additional step that needs to be done? My understanding was that the pixel 7 was already totally unlocked and the 6 would be unlocked as soon as the debt was settled.

Unfortunately I am not with them to troubleshoot myself but I appreciate any ideas or suggestions
