So, why wasn't there a proper beta for TF2?

My apologies if this has already been answered, I searched before posting this.
I was wondering if someone could answer plainly, why Titanfall 2 did not have a proper beta? And no, the tech test we all played two months ago was not a beta. They've changed so much about the game since then, and even admitted the tech test itself was a build from two months previously (read: June 2016, four months ago).
