I'm pretty sure this movie was a made for TV movie, aired in the late 80s or early 90s. I'm pretty sure it aired on CBS, but could have been ABC, NBC, or FOX.

Basic plot: kid's family owns a candy factory that has a pond outside, and when the pond starts to dry up, they can't produce candy anymore. Don't remember exactly why, I think the place was run by electricity from a water wheel. The kid has been told that if you make a wish while skipping rocks, and it skips 3 times, your wish will come true. Many scenes show him trying to skip rocks across the increasingly diminishing pond, and never getting to the 3 skips. It's right around Halloween and they can't provide the candy for the town for Halloween, so Halloween is going to be canceled this year. Now, I'm not clear here, but it involves aliens showing up and needing candy/sugar to power their spaceship (?). Bunch of stuff happens that I don't remember, kid helps the aliens get home, they give him a weird rock in return. After they leave he skips that special rock across the now completely empty pond, it skips 3 times, and miraculously water immediately starts flowing into the pond so they can start back up candy production and Halloween is saved.

The aliens called candy Koobie or Kooblie or something like that, and the movie had product tie ins with some candy company, I think it was Hershey's. I just know that you could collect wrappers from mini candy bars that year, and they had letters under the wrapper and you could win prizes by spelling out the alien name for the candy.

I've been trying to remember this dang movie for several years, so hopefully y'all can help me!
