Hello, I'm looking for help to identify a movie I would watch as a kid. The movie came out in the 1990's. From what I remember the government was containing horrible mutants and they get released. There was a female protagonist who is in love with a male character who ends of getting bitten or scratched. I also remember there being a barrel of toxic waste? The end scene I think was the 2 protagonists burning together alive.
