[TOMT] Movie I saw when I was a child

I saw this movie sometime in the 1970s when I was about 8 years old. I'm pretty sure the movie was made in the 1970s. I only remember one part of the movie this young girl no older than 10 was smoking a cigarette she wore glasses, had braided pigtails, and was wearing a flowery type dress. Also, she was sitting Indian style next to a white 2 story house. The girl looked a lot like young Pooh from the movie The World According to Garp. I think someone said or did something to her from the window of the second floor not sure about that part though. Any suggestions are appreciated.
