I don't know for sure if this a book but I think it's the most likely format. I just remember seeing an image of a cow towering over a landscape.
I clearly remember an extremely large cow and either something it did or the cow itself was covered up by the government as a nuclear accident.
I think that this took place in the US, and that the nuclear accident was based on something that actually happened.
I'm pretty sure it was a part of a list of fictional stories that explained real events.
