I felt like it was a little scary at the time, but I don't know how objective that was. I believe it was an episode of an animated kids' TV cartoon, and what had happened was the adults had been turned into babies, or even disappeared, by a chemical put in the water, and the kids were trying to turn them back. I think the stuff in the water may have been some kind of tea, or something to do with seaweed; I vaguely recall scenes with a beach and with an outflow pipe. The show might have been set at a hotel? Though it wasn't exclusive to there. At the end of the episode they turned the adults back and things went back to normal. Animation style wasn't terribly identifiable, it wasn't like CGI or anime or hyperstylised or anything.
