I only know one scene from the movie as I only saw that one.
It happened in some place dark and at night, I think it was a pier. There were swat police. They called some people (bikers? gangs?) that where inside a bar (those ones that are dark and have neon) and one guy went out and said they wouldn't come out. A police shots him in the balls and he adopts the typical pose when you have to pee and don't have where to and went back to the bar saying "They shot me in the balls! They shot me in the balls [name of someone]!!" and then every biker or gang comes out with weapons and a shooting starts.
I think the guy who gets shot in the balls had long hair.
