The video shows a car race down a long street in a Manhattan-like (deep skyscraper) city. I think style-wise it was intended to look digital rather than real. The cars were picking up power-ups and using them to get ahead or make the other mess up. Then the city starts falling apart around them or something like that, and one of the cars falls behind. Rather than just take the victory, the other car goes and helps the one that fell behind so they can both finish. Sorry I can't be more specific, I think the last time I saw it was a couple of years ago.
Edit: A few more details of note are that when I mention the style, I mean it is really meant to look digital. I think the cars were also using the classic red/blue combo. As best I can tell it was a one-off animated short, but I don't remember enough to actually be sure.
