I saw this movie is on Netflix maybe 4 years ago. I'm not sure what language it was but it wasn't English, maybe French or Greek? The children in the movie were all light skinned. I only remember one vignette in particular. It was about a little girl whose parents left her at home while they went out because she was in trouble or something. She yelled out the window how hungry she was and her neighbors heard and sent up food in a basket to her window.
