[TOMT] Young Adult book where a virus started causing people to become 'fused' with technology. Main character was a guy with a computer monitor for a head, had a friend who had a phone fused to her wrist.

Anyone able to remember? There was a big part of the book where they ended up inside a sort of trash heap. Some guy had a guiatar stuck to his hand, I also remmber the girls father was a big drugs expert who was trying to prevent all the stuff going on. I think the cover featured a computer monitor displaying a smiley face that was hidden beneath a hoodie.
It's been bugging me for years because I know I read it at my grandads local library, but I haven't been able to find it for ages.
