This suddenly came back to me after reading the France thread where people were shadowbanned and didn't know it.
In this society, people are marked on the forehead when they've committed a crime and everyone then ignores them and that's their only punishment.
So the character in the show wonders what all the fuss is about as he realises he can 'exploit' the system by doing as he pleases and knows that people will just ignore him (stealing, making a nuisance of himself, etc) but he soon realises that less savoury types will also take advantage of his situation by trying to abuse him and kill him and no-one will help either.
Does anyone remember seeing this?
