This was a film I saw back when I lived in Cali for 90s era. It was a movie like all the "Button", "The Box", or any of the monkey paw type films. In this one a couple gets a box and pushing the botton grants a wish. It seems like a great thing nearly unlimited wealth yada yada. Towards the end when the chase is happening he runs by a big sci-fi looking dome building that for some reason I remember was actually the Fresno City Hall which was recently redesigned at the time.

The end of the film has the guy getting caught buy some intergalactic police unit and sentenced to mine back the cost incurred by using his box. As another miner explains what they're doing he points out that it'll take thousands of years to pay it all back. I think the other miner tells him that the court gave him immortality

"How much is that going to cost me?"

"Immortality? That's free"

I think it was a Sci-Fi Channel production.
