[TOMT] A movie, I think it was the late 1990s or early 2000s. I cannot find the title of this elusive movie! I need help. It's driving me crazy.

Please help. This is a tough one. I've been searching for a horror genre (I think) movie that starts with a couple of youngish guys in an old (rental?) house who find a recording of a young child in a Scandinavian country citing numbers while possibly playing a toy piano and telling her mother (eerily) to stop screaming and crying so she can hear better! In her native language. They go to find a once-famous alcoholic recluse who MAY have been played by Dennis Hopper, (only may have been) and he wants them to try a drug that may mess them up forever or help them solve this mystery by opening their minds, they take it. The three of them go on a road trip with the once-famous recluse lying in the back seat of the car as he thinks someone is after him. They end up at an old, abandoned facility of some sort and find in it a long, horizontal, cylindric, tank filled with liquid and it has a small portal window at one end. It's not very long or large. At one point a hand slaps the window from the inside and startles the heck out of everyone and then a partial face and eye looks out at them and they run out terrified. It was really creepy. But I need to find it and watch it about three more times to understand it! If it sounds familiar at all to anyone, please help. I've been searching everywhere. I know I'm not crazy!!
