Okay, so I'm going kinda crazy now since I can't seem to remember the name of this old Animated Show.... I think it was Disney or Fox Kids that transmitted it.
The show was basically three spies/secret agents kids, 2 boys and a girl who went on missions to save whatever had to be saved.
I specifically remember one of the kids wore a Stuntman suit, had a skateboard with a rocket, was blonde but would almost always wear a helmet and had braces...
And I believe he also used a Yo-yo with batman-like gadgets
