When I was a kid (born 1997), my family moved around Norway and France a bit. But even still, I had a toy that spoke in English when you pressed a small red button on it.
The toy was a 14-inch, maybe 16-inch tall Rocky Elephant Man that walked, talked, and looked around. It stood on two legs, had a rough and rocky body, and would try to move when you hit the button.
It made a noise that sounded like "EE-rr" between words, that kinda sounded like a machine it was mimicking the sound of. It would specifically say this;
"I. [EE-rr], am the Commander(?) of the armies of the Out World. [EE-rr]. Yes. Commander(?) of the armies of the Out World."
It had small eyes that were in its head, which would shift around while it walked (small white-and-black eyes that were under the rocky plastic frame).
It had wheels or some kind of traction on its feet to get around when you activated it. Its ears were big, but its entire body was explicitly a gray, rocky plastic shell. No clothes, just rocks.
