[TOMT][ART] Name of digital art style that overuses blur and gradients

The style is often used by children and beginner-level digital artists. The art is always blurry to the point it looks like it's glowing. Physically painful to look at, almost. The colours are often muddy-looking due to the extensive use of blur and grey and/or black as a shading colour.
I was looking it up a couple years ago and found the term for it but have since forgotten. It's not bokeh.
