I haven’t been able to get anywhere with googling. From probably 2000-2010, could have been multiple books or just one. Post apocalyptic/sci-fi/fantasy vibe with an abandoned city setting. Cat people lived in a colony outside the city and could heal by purring and the main characters in the books eventually became friends with the colony but the cat people didn’t talk. HELP
