Other details: It's a side scroller airplane shooting game. You control a ship on the bottom of the screen. The entirety of the bottom is made out of sea duh. Airplanes fly in from left and right, dropping bombs and whatnot that you have to dodge or maybe shoot down. I keep remembering that it was called "Sea of Fire" but I don't find anything googling that.
We used to play this thing all the time with my friend when I was in elementary, while eating some kind of a jello in a cup. Good times.
Pretty sure it was on Reflexive Arcade back in the days that still existed. VERY similar to Heavy Weapon
