Other details:
I remember specify playing this at my childhood friend's house on a console. Not sure which one, but it could of been PS1, PS2, N64. I just remember it was console based.
The biggest thing I remember was that the winner of the race will be given a wish for that character. Each character had different wishes, however the moderator or person granting the wish would have their wish granted but twisted.
For example, if someone wanted to always "feel cool" they would be turned into a ice cube or something unfortunate. I don't remember the exact wishes, but the character winning would never get the exact wish they wanted. It was always bad for them.
