Platform(s): Either 1) Macintosh or 2) Windows 3.1/DOS. Almost certain it wasn't Windows 95.
Genre: Kid's game, possibly in the 'edutainment' category.
Estimated year of release: Early '90s, no later than '95.
Graphics/art style: 2D. Cartoony (can't remember how cartoony though). White background. All on one screen (i.e., screen doesn't scroll). Given the graphics technology of early '90s computers (here, the ones I listed in Platform(s) above), it was most likely 16-bit color. The graphics were the same for every level.
Notable characters: Top half of the screen has 4 NPC humans. Bottom half of the screen has the character that you control, also a human.
Notable gameplay mechanics: Your character holds a (huge?) bucket, and you move him left and right to catch water balloons that the 4 NPC humans are dropping. Left and right are the only 2 controls your character has, there are no other buttons or controls. There were at least 9 levels of this game. I think the NPCs dropped more balloons (and/or at a faster rate) the higher the level.
Other details: I'd only seen this game at the public library. I don't know if it was exclusively a game for public libraries, or if it came installed with the computers, or if you could buy it at a retailer. A key detail that I remember: The levels had passwords that were composed of 2 rhyming words. The only example I can remember was for level 9, whose example I think was "nine time". Previous levels' passwords were similarly named e.g. "eight late", "six mix" etc., but I'm just giving examples, since "nine time" is the only one I can remember.
