[PC] [Mid-late `90s] First-person 3D sci-fi game, on rails with reaction mechanics.

I have been trying to figure out what this game might be for a while, but only have very faint memories of it. it was a first person game that, I think, operated on rails with reaction mechanics (like resident evil 4s "Press A" to dodge) and had a sci-fi setting. I remember the game having a very blue tint to its color pallette. I remember the beginning being a boat or submarine dock or sorts and your character had a gun that sort of looked like a phaser from J.J. Abrams star trek.

it may have come prepackaged with some PCs at the time.

I hope someone has a stronger memory than I do. Thanks!
