Thyroid nodule biopsies

Why are there so many cases of benign nodule biopsies and once removed they turn out to actually be cancer? I had a biopsy in 2021 and last week both times benign. It went from 1.5cm to 3.5.
Blood work was normal except Thyroglobulin was 45.5(top range is up to 40.0) and the specialist told me all is normal nothing to worry about.
Should I be concerned?
