I'm not sure when it happens in the book, but in several RoTK adaptations I've seen Liu Bei warns Zhuge Liang that Ma Su is all talk and can't be trusted with significant tasks on the battlefield, which Zhuge Liang recalls with despair after he has Ma Su executed for losing Jieting. In the adaptations I've seen (mainly the 2010 show and the manga by Yokoyama Mitsuteru), it's not made clear why Liu Bei came to that conclusion, as Ma Su is shown to be a competent and brave tactician and diplomat before that event.
