So as far as I can tell, in season 6 Rick and co. took half of Hilltop's supplies as payment to fight off the saviors. But he failed...

This means one of three things, Negan knows that someone came to Hilltop and took half the supplies to kill his crew and hasn't connected the dots or knows it was Rick and hasn't mentioned it (either would seem odd). And the third case being Hilltop just paid the saviors when they came again and are hurting really bad for supplies.This second case seems to be the most likely case since Negan doesn't seem pissed that one of his subjected settlements was significantly short.

I guess we'll find out at the end of the week how Hilltop was effected by Rick taking half their supplies and not stopping the saviors, or maybe the writers are just going to not address the issue again which would seem odd. What do you all think about the scenarios I presented?

TL;DR: If Negan doesn't hold Rick responsible for Hilltop being short on supplies then they weren't short which means they just paid and didn't tell the saviors and are hurting for supplies right?
