How does the game decide which sims visit a community lot?

I visit a community lot with my 2 sims and despite lots of sims living on the same block as the bar or the nightclub, they don't ever visit and sims from 2 towns over (the same ones every time) are the only ones to visit, how does the game decide who visits a community lot? Thanks in advance
