Does the game put people from different factions on the same team?

I was just playing in a match where only one guy had a microphone. I noticed that he was on the other team in the next match! Do the teams get shuffled across factions between matches? If his clan died, he wouldn't be put into the next match. Do the players on your team not necessarily match your faction?
