When looking for a specific gear piece using targeted loot, should I use the gear set or the item?

To be less confusing, let's say I want a providence defense backpack or a Gila guard mask. Is it better to farm the gear set targeted loot, or the item targeted loot?
I'm guessing I should just choose the easier mission?
