No gear in New York is helping my DPS?

I've been playing the New York expansion for a few days now. I'm level 36 and I still have yet to find any gear that is better DPS wise than the gear I cam in with from DC.
Yeah, a lot of the gear has much higher armor stat, but everything is reducing my damage stat. I do have a full set of "Tip of the Spear" gear on, but I was expecting 30 gear to be better.
Am I missing something?
