Bugged Collectible ?? Judiciary Square

Hi Agents,

Was running in and out of buildings last night looking for collectibles, came across this one in Judiciary Square (and a side mission i didn't know existed).

I couldn't pick it up so i decided to do the side mission and try again and i still couldn't pick it up. So i logged and tried again but still nope. Left it overnight and just came back to it now. Still can't pick it up.

Is this a known issue? I haven't seen a post on it. Do i need to 100% all side missions? (currently 95%)

P.S where the hell are the last side missions?!
