At what gear score should I begin making builds?

Due to not being able to infuse gear, a feature I'm used to after playing a lot of both destiny games, I have been making my way to the top of the game. I'm in world teir 4 now and am a bit stuck on what to do. Do I focus on getting the highest gear score possible or do I make a build that will inevitably become useless due to not being able to raise the gear score of gear.
Can somebody help me out here?
