Ghost mask?

After pressing the "button" and heading to the container on the crane the hunter either never spawns or is there for literally half a second. I had one good shot at it the very first time hit him with the sniper but didnt kill. Do we know where he goes other than the crane if any where or a fix to make him not vanish immediately?
