Merciless Exotic Rifle is Horribly Designed

The whole premise of the weapon is the binary trigger where pressing the trigger fires a primer and then the release of the button fires a detonator. The passive has the detonator explode all primers for 75% damage with a cap of 5 primers in a target. But, it's a rifle so you can only fire one primer before you have to release to detonate. The entire design doesn't work at all.
