I'm at World Tier 4, I've been into the castle and talked to Kelso and gotten the mission to progress, yet I still have a quest to return there and talk to Kelso.

When I return to the castle the doors leading down below are closed and there is a marker there as though I should be able to go in and talk to Kelso again, but I never get an interaction prompt.

The settlement itself has not opened up or provided any projects/upgrades, does anyone have aeny idea on how to get past this?

Or is it not supposed to be an active settlement like the the other 2 as of now?

Edit: I have tried joining on another player who was about to g in to talk to Kelso and it didn't allow me to talk to her again there either.
