The Division crashing on startup

I was able to run The Division for the longest time, I didn't play for a few months and then just this week I decided to play again. With The Division 2 coming out I wanted to do the shields and get that done but it keeps crashing on startup, dont even get to any loading screens. My drivers are up to date for my graphics card, I have uninstalled and reinstalled the game, I have verified the integrity multiple times. Nothing will work. Any suggestions?

Specs:
CPU: I7-8700k
GPU: 1060 6gb OC
RAM: 16gb 3000mhz
MOBO: Z370 Aorus Gaming 3

Edit: I was able to fix the initial problem thanks to TheJDGuy, but now the game is only launching in windowed mode despite the settings being set to Full screen in Geforce Experience. I then try to change the setting to windowed fullscreen or normal fullscreen and it freezes.
