A Japanese offshoot to an extremist, pro-human, anti-ghoul organization formed in America in the 1980s. Members of this organization wear rubber, animal-themed masks and carry crude, black market quinques or firearms loaded with Q-Bullets. They carry out attacks against ghoul individuals and collectives through short, simple and discreet voice messages left on their phones. Members are recruited to the organization simply by signing up for their newsletter.
No one knows who their leader really is. Some people say that he is an ominous man in a rooster mask wearing a varsity jacket. Others say that she is a motherly woman in a green dress, donning a horse mask. Some others also claim that he is a hostile man in a white suit and blue shirt, who wears an owl mask.
Members of this organization are mostly civilians from all backgrounds who despise ghouls, although some of them are notable for having military background. They tend to work individually, although it is not uncommon for operatives to be put into groups of four or six. Members are referred to within the organization by the use of codenames, which are randomly assigned, single-word English names.
Naturally, they are enemies of the Aogiri Tree, being an anti-ghoul organization. The CCG tends to turn a blind eye to their activities, although the general consensus within Investigators are that they are 'maniacs' or 'animals', referring to the violent manner in which they operate and the animal masks that they wear.

The group will be leaderless as of now, because members are almost guaranteed to never meet their leader in person. I need four to six people to join before I can pitch it in. Interested?]

[EDIT2: Removing 'unaffiliated' restriction. Having investigators working in the dark sounds like it would make a good storyline.]
