Noob Questions About Running a TF2 Server

So I've been interested in running my own TF2 server lately. I'm not really sure why I'm interested, but I'd like to know a couple things before I try hosting one. I figured I might as well ask you guys.

Is running a server free? I know that the software etc. for running one is, but would there be additional charges or anything?
What type of specs would my computer need to be able to run a server?
Would I need to leave my computer on constantly to keep the server running or would it stay up when my computer is off/asleep?
Would I need to worry about my internet connection? My results from an online test are at http://www.speedtest.net/result/1620212170.png
