Higher variance to contracts in Tough Break or glitch?

Near the end of Gun Mettle, Valve increased the variance in when contracts dropped. That is, they made the random drop times have a greater possible range.

I saw yesterday how some people were claiming to be on contract 5 of Tough Break already.

However, my contracts drawer shows I have 4 completed and have no pending or in progress contracts.

I'm hoping that this is because of how high the variance is... 12 hours each direction would still account for how people were posting about having them yesterday night if they were at the very start and I was at the very end.
