Deflector Glitch

My friend put a Deflector in his backpack, but tf2 wouldn't start. I'm pretty sure this glitch was found once before, and I don't know if it is fixed or not. But anyways, he does not have it anymore. He reinstalled his cache. Didn't Valve try to fix this glitch once before?
TL;DR Not sure if Deflector Glitch was fixed.
