Are The Thalmor behind The Dark Brotherhood Questline in Skyrim?

It doesn't seem all that off to think that Armand Motierre is a Thalmor shill just trying to board off of a sinking ship (The Empire). What better way to seize control than to instigate a Civil War in Skyrim, then have the Emperor assassinated when resources are spread so thin?
Makes me wonder if this is how they make the outcome of the Civil War unimportant/vague, as the damage is already irreversible.
