How is Anequina and Pellitine politically or culturally different from eachother?

To me, they seem to be different due to geographic reasons, Anequina is more airid while Pelitine is more tropical, with the Tenmar forest splitting the two. Maybe this affects farming and customs? Or perhaps due to some historical reason I am unaware of, as I’m not that well versed in Elsweyr lore. Otherwise, to me they both seem like Elsweyr kingdoms populated primarily by Khajiit speaking Ta’agra.
