If the Dwemer wanted to become divine beings using the Numidium, why didn't they deactivate the Towers like the Dominion is doing instead?

To my understanding, when Kagrenac used the Heart of Lorkhan and linked it to the Numidium, he was using a divine power source in an attempt to make his race gods. If this had worked, would it not have just made them immortal and very powerful like the Tribunal are?

Didn't they seek to achieve full divinity, perhaps surpassing the Et'Ada? Why would they use the stone of an existing tower (Red Mountain) and make a new tower (the Brass God) instead of just deactivating all towers in general, removing the mortal constraints of Nirn and maybe ascending to Dawn Era godhood, just as the Altmer seek to do?
