Theory I think I have figured out what The Mask Shrine in Labyrinthian and why Konahrik's mask is there. I would argue that the Shrine isn't a shrine, more of a vault. Let me explain Konahrik's Mask first. Konahrik means Warlord in the language of the Dova, which is rather fitting for a dragon priest. But why is there no Konahrik? That because the mask was reserved for when the Dragon Cult was under threat. The Dragon Priest (I believe) would conven at Bromjunaar to disuss issues. Since most if not all of them where leaders, similar to a Jarl. So when the dragon priest though their religion was under attack they would nominate a Warlord to wield the most powerful mask and command their armies. The act of them (the priest) having to use their masks, mind you that all their power came from their mask, to unlock Konahrik is them literally surrendering their power, status, and authority to the Warlord. Why have the vault in the middle of the public square? Because they would pick from the populous not from among themselves. This would explain why Mrokei isn't found in a tomb but rather in the Temple. He was chased in there by the first Dovakiins and they sealed him in there to rot, taking the Torc and Konahrik with them. So I would speculate that the Dragon War started with the sacking of Bromjunaar. This would have prevented the election of a Warlord and removed a priest. I would have like to find in Labyrinthian a Konahrik's staff and maybe some enchanted armor

Edit: After think about the Wooden Mask I think I know why it has apparent temporal powers. Cause it was blessed by Aktosh or a Dova. Their affinity to time it would make, but why wood?
