Moving to Terre Haute next summer

I'm currently planning to move to Terre Haute in July. I'll be going back to school after some time in the army, I'm just looking for advice on good neighborhoods to live in things to do and generally how things are in the area.
Based on what I've been able to research, it looks like the city is investing in the twelve points area right now. Would it be worth while buying a house there or is it a desolate wasteland like some reviews have said?
