How do transformations work for different versions of the same character? (ex. With Z Goku)

I was looking at a YouTube video with the full roster of characters and all transformations. Right at the beginning are three versions of Z Goku, the first one just base form, second one SSJ and the third one with up to SSJ3; then there's also Super Goku who only has SSJ and then the transformations from DBS. Does that mean that,for instance, only z Goku 3 can go SSJ3?
