ElfLoader

Can someone explain to me what ElfLoader 2 is and does? And when it would be wanted/needed? I don't want to miss something that makes a game or ten unplayable and I'm having a hard time getting this question answered.
I've gathered that not all games are going to be as easy as "find and add the exe file and away you go." For games that require nuance (as I imagine this might be where ElfLoader comes in), where do I begin to find out what "additional" things are needed to run all the games? Cheers.
